Rules on Panhandling

Dallas prohibits panhandling anywhere in the city at night (between sunset and sunrise).  Panhandling is also prohibited within 25 feet of:

  • an ATM;
  • an entrance to a bank;
  • a public pay telephone;
  • a self-service car wash;
  • a self-service fuel pump;
  • a public transportation stop; and
  • an outdoor dining area. (Dallas City Code, Sec. 31-35)

If you see someone panhandling, please call and report it to 911.  Please DON’T give money to panhandlers.  If you want to help the homeless (and most homeless are not panhandlers, and not all panhandlers are actually homeless), please give your money to one of the many homeless assistance organizations in our city.  Giving money to panhandlers may give you a feeling of doing something good, but in all likelihood, all it’s really doing is enabling a drug or alcohol addiction.
